The Virginia Main Street (VMS) Program is a highly effective initiative that drives economic growth, historic preservation, and community development in Virginia’s downtowns.
With its track record of success, VMS exemplifies how local-focused efforts can transform neighborhoods and support lasting economic growth.
2023-2025 HDC has been working tirelessly to create and organize the non-profit entity.
As 1 of 10 communities in Virginia's Mobilizing Main Street program, HDC has brought
in hundreds of thousands of dollars for downtown revitalization. HDC will offer a variety programs to support the downtown area. Recent projects include the Facade Improvement Grant Match, installation of planters, a Wayfinding Consultation (signage improvement), Clarksville map and business listing brochure, Spring and Fall Lamppost Decorating, volunteer support for Town and Chamber events, just to name a few.
Historic Downtown Clarksville, Va is funded in part through donations from individuals, corporations, and grants from DHCD and Virginia Main Street. The Town of Clarksville offers office space and some funding to HDC.

Lisa Frazier Tharpe is a native of Clarksville and is deeply committed to strengthening her home town. She most recently served as Senior Destination Development Manager in the Southern VA region with Virginia Tourism Corporation. Prior to that, she spent 7 years as Community Engagement Director at Longwood University. She also worked as Executive Director of the Farmville Area Chamber of Commerce, and served on the VA State Chamber Board of Directors. A graduate of Averett University with a double major in Management and Marketing, Lisa currently serves on their Alumni Board of Directors. She served two terms on the Farmville YMCA Board, is now on the Mecklenburg YMCA Board, and remains a strong advocate for volunteerism and youth development. Lisa is a recipient of the International Service Award from Lions Club International and is a graduate of the elite "Leadership Virginia" program. In her spare time, Lisa enjoys her 2 children & their pets, pickleball, boating & anything lake related.
Pat is a business owner, resident, town council member, and past Chamber president whose finger is on the pulse of all things downtown. Her energy is unmatched. A "come-here" who made Clarksville her forever home.
Heather is a dynamic business woman and native to Clarksville. A "from-here" as the saying goes! She brings wisdom, energy, and joy to all that she does. Her involvement in the community and other organizations are too numerous to list here. Let's just say she knows how to get things DONE.
Lori works at the Town of Clarksville taking care of paying the Town’s bills and processing payroll for Town employees. She offers residents and businesses a helpful hand when needed (with a smile). She loves the outdoors and is a “come here” from Northern Virginia.
Jeff is the Town Manager of Clarksville and wears (too many) hats. He serves our town and our organization with wisdom and a can-do attitude. He too participates in a myriad of events and is on multiple boards. Jeff is a Clarksville native.
